Beat the game, save your game, and turn off your unit. Then, turn the unit back on, select continue at the main menu, then select completed. Rock Lee should then be available.
Unlockable: 3rd Hokage Scroll
Finish the game and get Rock Lee. Finish it again with A ranks and the 3rd Hokage scroll will replace the Kakashi Scroll.
